Originally it was Dmm IR who told me about it during a comversation late last year. It was after that I saw it in print.
So, could it be a rumor? Of course it could but I don't know why Dmm IR would be sticking their neck out repeating it. The IR guy seemed pretty stoked about it.
We'll see. The article and IR said the govt would introduce it in the first quarter of this year and we're halfway thru that now. But then it is Ecuador so timelines need to be taken with a pound or two of salt.
