Dissenting shareholders

Anyone figure out where Titan will get the cash to pay off dissenting shareholders? And can anyone 
confirm that they must pay cash at the 53 cents to these shareholders that feel like the largest gold heist in decades has been pulled off in full view of regulatory bodies?

There 40+m who will not accept confetti paper. So this thing is far from over. They will need $20+m minimum to buy out dissenters. Where is that coming from?
