First all it's a lease agreement deal so go and google how those work.  It's also not for anyone who can't afford them. the Canadian gov is going to spend millions on the food for north program, guess what they already are and most of that goes to wasted food in shipment. this is the alternative but gov of Canada does not pay upfront.
