RE:Shares cancelled

RE:Shares cancelledMy response from RBCDI:

"Effective June 30, 2020, all of the previously issued and outstanding common shares in the capital of Eagle Energy Inc. were re-designated as a new class of common shares and all such shares were redeemed for nil consideration pursuant to a court-approved plan of reorganization under the Bankruptcy and Insolvency Act (Canada). You can get confirmation of this from their News Release from June 30th which you can access by visiting: https://www.sedar.com/DisplayCompanyDocuments.do?lang=EN&issuerNo=00038260"

My question now is how were the shares re-designated as a new class of common shares without the approval of the shareholders? I'm not sure which organization to even ask the question to.
