A warrant is a right. Basically, you get to exercise it for common shares at a fixed price, at a fixed date. For EMC, that price is 1.75$ per share. (1.40$ is OGI warrants another MJ stock).
If you buy a warrant at 0.60$ you will pay 1.75$ more to get a common share of EMC by the 6th of December 2019.
In total you will have paid 2.35$ to get one EMC share, so if the price of the common share is more than that, it's a bargain.
You can also trade warrants like you would a normal stock, they tend to have big variation in price, that's probably why people see them as more volatile in the short term.
