I listened again to the interview in French. What he said exactly was:

 

"Il n'y aura pas seulement Rusal qui va avoir une licence pour opérer notre technologie en Russie, mais il va y avoir probablement d'autres gens qui vont vouloir s'aligner aussi, tant au niveau des boues rouges, tant au niveau de l'alumine métallurgique."

 

I will translate as literally as possible (in my opinion, the french text is absolutely without ambiguity):

 

There won't only be Rusal who will have a licence to operate our technology in Russia, but other people will probably also align (I don't know if it makes sense in English, but it literally means "get in a line" - presumably to get a licence) for the red mud as well as for siderurgical alumina.
