According to the plan, once the HPA plant is operational and the mini SGA unit is producing, this should entice others to jump in since it was built to demonstrate and derisk the bigger SGA plant.
So, once again they are stuck with RB's thump up their arshes until we can get the commissioning oer with.
Let's just hope they have the money to restructure the plant to a working condiition ASAP
