I think they can however when one looks at the management and wonders why are such a experienced management would be associated to 0.09 cent stock? the stock price has obviously priced in the current fundamentals and the management ability and thus 0.09 cent is the current fair valuation.....this is all my own opinion....do your own due diligence as i have been wrong numerous times
