If that is true, and it does sound like it makes sense, then why are the Swiss buying so much lately?   It does seem like they believe something is getting close.

Also, wasn't there some rumor about the European tender process getting delayed so that our GFI deal could close with SICPA?   Wouldn't that imply that the process has been ongoing for several months already?     Maybe they are still just in the selection phase or the trial phase... but something still seems to be up.    Daily buying by the Swiss houses seems more important at the moment than how long the process for bids and deals could take.
