Philipines BOC - fuel marking system tender in progressThe Philippines have been evaluating fuel marking systems over the past year and this article says  the "terms of reference (TOR) to be released by August:
Customs to proceed with fuel marking

I'm can't find any indication if the TOR has been released yet or not, but the new administration in the Phillipines is cracking down hard on internal corruption at this point and seams intent to improve thier performance.....so hopefully they'll be implementing fuel marking soon:
