Well, in addition to EUO, another of my core holdings also has continuous Insider Buying and yet the chart is flat to down for the most part over the last 12 months. 
So EUO is by no means unique in this pattern. It just means that whilst there may be many reasons for Insiders to keep adding to their holdings, those reasons aren't yet public knowledge, thus there is no catalyst for the  market to buy at the same time.
