Many other fuel marking ops aside from the Euromarker While the timeline for the EU Call for Expression of Interest has been extended and the timing of the actual decision is now debatable, there's several other opportunities that could be significant enough to move the needle on SICPa/s royalties to Eurocontrol.
There's a couple countries that have publicized their procurement process for fuel marking systems:
1.) The Philippine congress is currently working on a tax reform plan that includes reinstating fuel marking.....and SICPA has a horse in the race. Previously publicised estimates have said this program could be cost more than $30M US annually, which could level-up the minimum royalty:

Zimbabwe Not all countries are going to be so public about their procurement to curb smuggling as the Phillipines and Zimbabwe are. Fuel smuggling is running rampant across Europe due to failure of the Euromarker to control such activities, but European states are free to pursue a "country marker" on their own, as referenced by the EU Call for Expression of Interest.....and as implemented by the UK with the use of Dow Accutrace back prior to 2015:
UK Accutrace story Libyan oil is being looted at unprecedented rates and their Attorney General is promising a crack down. While Libya is being robbed and is highly motivated to stop it, the smuggled oil is also depriving other states of tax revenue including Greece, Italy, and Malta. It doesn't take much imagination to see a scenario where the Libyan National Oil Company NOC could cooperate with other states by adding a fuel marker to their fuels and allows informs other governments of the marker to allow them to track fuel of Libyan origin to determine if it has been taxed or not. Here is an Atlantic Council article suggesting regional cooperation could bring solutions, while not explicitly mentioning fuel marking, it seams well within the realm of possibilities being considered in these cooperative efforts:
