...how many days, weeks or months an insider may purchase securities without problem before a major announcement?

Insider trading policies vary from company to company. Some make them public, others do not. I don't recall EUO's policy having been made public but that doesn't mean that it wasn't. The insider trading activity around the last Q release seems to indicate a blackout 2 weeks prior and one day after the release of financials.
