What should the buyout price be?

Would someone be able to figure out what  a fair buyout price would be, according to EWD gas reserves?

.38 cents per share seems very low. Maybe the buyer is planning on buying it on the cheap and flipping it. That would raise a few eyebrows.

The last I saw, and granted it was from late 2012 or early 2013, First Energy had a price target of approximately $1.40 per share (and now say $0.38 is fair value - I guess the Chinese Wall is very high at First Energy)  According to Eaglewood's December 2013 Corprate Presentattion, page 27, the implied value for PRL 28 was $0.57 per share, for PRL 259 $0.27 per share (post farm out to
