It is not that simple Bobby. A good pump and dump is organized crime. Typically the reporting insiders do not dump shares because it sends off too many signals. The share dumping is done by the external part of their group that to outside world appears to be arms length, and they keep those shares dispused enough that no portion of the group puts themselves into a reporting position.
The business relationship within the group on these sort of things is totally on the QT as is with all organized crime endevours (Obviously).
The objectives of these groups also varies by region. In recent time the SEC has found that Indian involvement was typically more focused on the money laundering aspect rather than capitalizing on the buy-sell spread.
