But is it not possible that they are buying up above their offer - just to secure their position.
Their dollar cost average is still below $24 when you add in the other 657,800 shares they have already purchased.

up to 5% additional

they actually only purchased 24,600 shares today

IF there is any doubt about the other 9% they need as many shares as possible even if they are

paying a little more now - it still supports the end goal.
