Is it a large block on the ask . Could be MarketMkr holding the price to accumulate.
Once the sellers run out might move it up. I suspect. Amateur penny flippers would not make much with these low volumes flipping for 1/2 cent.

I remember years ago Silas had some talks with MarketMkrs. So maybe some are on board now having been in on the last PP or accumulated low.
