as long as the deposits remain stable the terms for the HOOP replacement loan will be better.

if they tried to get the replacement loan while depositors were walking out the door, then the rates and term would be too high.

its going to stagnate in the 9 range until a major development occurs 

No one wants to take a chance quite yet. for everyone that wants in at 9 there seems to be someone willing to sell out at 9.
