So what is Severstal waiting for?

So what is Severstal waiting for?What is Severstal waiting for? I totally agree the situation is completely stupid. Assets don't seem to factor, valuation does not seem to matter. HRG management is non existent, and as a shareholder I do not see the BOD doing anything but drive us down further into the ground. Musical chairs, folks coming and going, but HRG could work.  So why is Severstal taking their time, and what is their motivation?  Has anyone pinged Sprott, and see if we can get their take?
