Right there is the crux of the matter!  Mordy has a game of attrition going on right now.  He can play divide and conquer games.  Mordy has already culled a few from the "heard."  
 
All Mordy needs to do is work a few backroom deals with key shareholders to get over the 90% threshold.  Who is to say a few Hedgies or Funds can't be offered 25-cent per share "success fees" for tendering to the deal?  From what I have seen there are no Canuck rules that prohibit playing the game this way.
