tendering blocked

tendering blocked

Have any US shareholders complained that retail investors cannot tender their shares?  I've tried all week with Ameritrade, who tell me that DTC only accepts QIBs (Qualified Institutions) for tender.  It appears that I should have registered with DTC.  No other vehicle seems to be available.  This means anyone left with shares will probably be forced to take GDRs in Nord, which are likely to be illiquid "special" shares with time and other restrictions on them, plus a fee to sell down the road.  Ameritrade's dept says they've never seen a situationquite like this.

Anybody have experience w/ this or solutions?
