From my source, Severstal initiated the news release.  There was an emergency BOD meeting this AM and they released the News to the OSC who is going over it.  Obviously, the OSC has some issue with the language or the info as it usually does not take that long for a NR to go thru on a halt.  My source thinks it is a "reasonable" offer but is in the dark as to what really
