Too little ---too late
Everyone can just hold on. Now all the $1.40 and less gang have been flushed out of the system the stock can now rightfully move up to the next level. 20 million shares is no where near the number that Severstal would need and so wait another year or until someone finally decides to pull what we all know is sitting in the ground.
