The Department of Homeland Security Science and Technology DirectorateTransportation Security Laboratory (DHS S&T TSL), located atthe William J. Hughes Technical Center, Atlantic City InternationalAirport, New Jersey will support the development of Shoe ScannerDetection (SSD) systems that shall effectively and reliably detect awide variety of military, commercial, and homemade explosives orexplosives devices, and should detect metallic weapons or parts ofmetallic weapons on personnel passing through a checkpoint all withoutrequiring the passengers to remove their footwear, and alertTransportation Security Officers (TSOs) to anomalies found on divestedindividuals. This capability shall be implemented as standalone, or havethe potential to be integrated with existing systems. The capabilitywill accommodate persons with varying levels of technical and physicalability. The Shoe Scanner Detection Technology Broad Area Announcement(BAA)/Solicitation document will be available at www.fedbizopps.gov andhttps://baa.st.dhs.gov/ on 17 June 2010.

Description: This solicitation is a BroadAgency Announcement (BAA) issued under the provisions of Paragraph6.102(d)(2) of the Federal Acquisition Regulation (FAR) to provide forthe competitive selection of research proposals. Contracts based onresponses to this BAA are considered to be the result of full and opencompetition and in full compliance with the provisions of Public Law(PL) 98-369, ―The Competition in Contracting Act of1984.‖ A formal Request for Proposals (RFP) will not beissued. Awards under this BAA are planned in Fiscal Year (FY) 2010. Nocontract awards will be made until appropriated funds are available fromwhich payment for contract purposes can be made.
