Deal or Advanced Negotiations??

Deal or Advanced Negotiations??Having read many, if not all, of the articles re: Ivanhoe's dealings with PetroEcuador which started circulating Friday afternoon, I am not sure exactly what Ivanhoe has in terms of certainty.

From my crude translation, it appears that both parties have come to economic, technical, and legal terms for the exploitation of the Pungarayacu field; however, the deal will not be complete until PetroEcuador signs off and gets further approval from the Office of the Controller and the Justice Department.

Furthermore, some of the articles seem to suggest the deal is with an affiliate of PetroEcuador - PetroProduccion.

Is this how other's read the news stories?

Any idea how quickly PetroEcuador or PetroProduccion can act and subsequently get the approvals from the 2 government departments stated above?
