Rarely does a single miner have control over so much supply of a metal that has such strong demand growth.  Knowing Glencore and how they operate it is absolutely reasonable for them to hold back supply to stabilise the price.  It makes ZERO sense for them to flood the market with new material as the price is collapsing.   

We as investors are (for better or worse) along for the ride and require an enormous amount of patience.  Personally I would expect even further "delays" with this "radioactive" cobalt issue if the price doesn't recover much in 2019.
