You have to remember we are at these price levels despite the world’s largest cobalt mine (our beloved KAT) halting exports... there will be an additional 30kt of production exported in bulk to Glencore's warehouse in South Africa when the "radiation" issue is dealt with in 1Q20.  That is an enormous whack of the world's production suddenly becoming available.  We would need multiple massive supply disruptions or a huge uptick in demand in the near term for the market to be in a deficit. 

I am not saying the market won’t rally from here, it likely will, but the explosive growth we saw in 1H18 is extremely unlikely.
