Its frustrating for sure but KAT is a stock people will forget about until it has a hope of free cashflow i.e. when it can export Cobalt.  I doubt anyone is going to reflect a change in macro sentiment by buying a stock like this - mostly as you say because they know nothing about it and those that are already in it are holding out for better times and aren't adding any additional length until there is some sort of clarity.    

I would also add that while the price action has been depressing at best its been a slow drip and there isn't really the dramatic price action (or volume)  to suggest something horrible around the corner.  Just more of the same cr*p.
