DDStudent numbers are not high at LOY schools right now and some schools, like PPC are so low they are being closed.
Often school mangers are asked to inflate student numbers to give the appearance of high enrollment. Thus students with the intention to enroll and actually never do are lumped into the same category as students who actually pay to attend the school.
