Probably means that he feels that it's undervalued at current prices and therefore the buyout would have to be higher but there's enough uncertainty that he considers 'risk' that he's not yet buying. However, my thought is that at current prices (ie. $5.25'ish) Longview is still so undervalued that even if the buyout didn't go through somehow you still got a good deal if you bought here. Worst that would happen is that you need to just hold longer because eventually the value should be unlocked through share price appreciation over time and the dividend payout even if not through the instant appreciation through the buyout process.
