I don't know if you remember this, but in April, 2012 L&L announced that they had, "... obtained approximately 32,292 square feet (3,000 square meters) of coal storage and loading space from Chengdu Railway in ShinPingBa, Guizhou."
They went on to say that they would use this facility to load and ship contracted coal to Datang Power and Guodian Power over the next year.
So what we're seeing in the photos are the train at ShinPingBa and the piles of coal sitting in the storage space at the rail yard awaiting loading.
