While it is difficult to find specific news re: Bowie #2 mine I did find references to coal mining expansion; e.g: https://www.gjsentinel.com/news/articles/groups-poised-to-challenge-coal-mine-expansion

which refers to Arch Coal's plan to expand but meeting with public protests. There must be a demand for AC to want to expand...possibly because of the high grade of coal in the region as I remember reading that Bowie's coal was very high grade. Just cobbling together supposition...

But you can route around Paonia, CO (hometown for Bowie) and Grand Junction Sentinel (newspaper for the area.) I didn't find much but didn't spend too much time either.
