My buy is in Mongolia not Inner Mongolia and they are specifically not shipping the coal to China.  they are building a power plant (electricx) right next to the mine and are going to supply Electricity to Ulan Bator (mongolian capital).  But yes, rail lines are in short supply and many do not reach the Mongolian border.  Inner Mongolia is better but still there are major shortages.  And this is just to supply coal to Beijin and surrounding areas.  Not to Shanghai or further south. Shanxi has better rail capabilities but also more coal is mined there (check the numbers, charts are available), so even within China proper there are transportation and coal shipping difficulties.  And then to continue, shipping coal from north to south has been a problem forever (thousands of years) and though the early communists did increase capabilites significantly (in order to tie the country together) with the rivers adn mountains in the way moving coal from north to south is still extremely difficult.  Hopes that helps a little.
