RE:confusedYes, Lottogopher Holdings is delisted from the exchange.  Since it is delisted from the exchange it cannot be traded.  Investors are unable to buy or sell shares.  Currently, to the best of my knowledge, the only way investors can buy or sell shares in Lottogopher is through the OTC (Over the Counter) desk meaning that an investor can walk in, off the street, to an OTC desk and buy or sell shares at the desk.  Your best bet, in order to learn about how the OTC system works, is to GOOGLE it.  Until Lottogopher administrators get all of their issues sorted through with securities regulators and get their financials and legal matters settled or wind up the company they will be on the OTC for awhile.  I assume that once they get everything sorted out to the satisfaction of the securities bodies  in both Canada and the US they may be invited to reapply for reinstatement on the exchange and the cease trade order lifted.
