Why bought Levon and not Opko?

What I don't understand is, why did Frost let Levon buy a 31.6% stake in SciVac for $27 M?

He could also have bought an empty shell or the cheapest NASDAQ stock, inject $ 27M of his own money and then buy 31.6% to his own?

I'm aware that Dr. Phillip Frost owns a chunk in Levon (is it 10%) and may buy more Levon, which gets him both SciVac and Silver in the ground.... I'm also aware that Levon owns 10% in Pershing which in turn is owned 17% by Dr. Frost.

Are Phillip Frost and Ron Tremblay friends or what is the reason?
Might Dr. Frost plan to buy more current Levon shares now and/or after Levon became Scivac??
I don't understand why Ron Tremblay is so confident that this is a great deal and if Ron is so confident why are not others - like Dr. Frost - as confident any buy into SciVac....???
