It's quite interesting that the regulators don't seem at all concerned when a stock drops, no matter how much.  There is far more manipulation downward that upward in these penny stocks and far more money is made by those who sell stocks and rarely buy, not bothering to cover their illegal naked shorts in many cases.  It's far easier to force share prices down than up.  So, who gets shafted in all this?  The little guy who actually buys shares in these companies.  Who makes money of this?  The big guys, of course, who have lots of money to play these illegal games and get off scot free.
