I know Chen sends out his reports, but I'm pretty sure Oullins is the driver of that bus and I think desrves the credit. Yes it was Chen's biggest holding, but POE surpassed it last month when they doubled. The pipeline deal is signed and public record. It has already began starting with the ROW work. Just read this board starting Jan 2012 for all Oullins post and you will be caught up. Others also offer great insight and support, I'm just trying to simplify it for some who need some catching up.
