A manager or director is responsible to ensure that critical staff do not have coincidental holidays as it leaves a company with few resources for troubleshooting and production falls.
MTO has dismal performance because of a lack of controls, meandering corporate direction and a ME first attitude that will sink any company, performing or not.
Quebec culture is not known for its productivity, dedicated staff or cooperative nature. It is more of a "screw the man" and "entitled" workforce, management is just a guilty of this attitude as can be seen by the news releases. Vague, excuse ridden, exaggerated, misleading and unclear.
Read a bit of history and you will see how massive the exodus of corporations has been since the "Nationalization" of Quebec, it has been the largest drag on Canadian fiscal policy for almost fourty years. Lucky for the rest of us in Canada who actually work hard and are held accountable for our results the Ontario Liberals are doing their very best to destroy the largest economy in the country, and very successfully at that. One day they might even have a less productive econonmy than Quebec, quite a lofty goal.
