When calculating the Required Rate of Return, which is also known as the Weighted Average Cost of Capital, debt interest rate always has to be the After Tax Cost of New Debt.
For example, if the interest rate is 6%, and the tax rate is 50%, the After Tax Cost of New Debt is 3%.
