HC Delays
HC DelaysEveryone can laments about the HC delays, but keep in mind a few salient points:
Could the Feds have accurately anticipated the number of licence applications that were actually filed. IMO, not a chance. Why? Because this is a new industry without any existing data to use in a forecast.
Why doesn’t HC hire more staff? Because the Feds don’t have an efficient staffing process. First, you have to put together and present a written business case to justify more staff. That business case then goes through several approval stages. Your business case is approved. Next come the job poster which requires approval by HR “experts” for content and wording as well as translation into English/French. Why translation? Because the Official Languages Act requires it. While you’re waiting for translation, you must compile your selection criteria for education, experience and abilities. Which also requires approval from the HR “experts”.
Your job poster is approved and published. Two potential outcomes. First you get hundreds of applicants. No way you can interview them all. How do you identify the best applicants? You set identification criteria. Which must by approved by the HR “experts”. You interview the 20 “best” applicants only to find that only 5 applicants actually possess the required abilities and experience. What’s next? You change your selection criteria. Which must be approved by the HR “experts” again. By now, you’re feeling like a hamster on a wheel. Second outcome? You only get three applicants because qualified candidates won’t give up their present job for one that only has a 6-12 month term. Why is there only a 6-12 month term? Because the “new” staff won’t be needed anymore after the LP backlog is dealt with.
Why is the process so complicated? To ensure there is no nepotism or favouritism. It’s called the merit principle. And we haven’t even got to employment equity requirements, which are designed to make sure that the federal workforce is representative of Canada’s diverse population. Plus, each person who approves each stage of the staffing process wants 3/4” plywood to cover their butts. “Whatever went wrong wasn’t my fault because I followed policies and procedures.”
Should it be this complicated? No, but its another price we pay for a free and democratic country.
