Investissement Qubec (IQ) and the Ministry of the Economy and Innovation (MEI) will henceforth be allowed to invest in the cannabis industry. Radio-Canada learned that Minister Pierre Fitzgibbon had the Cabinet adopt two weeks ago a "frame of reference" for loans, grants and equity participation in specific branches of the industry. .

Quebec also plans to invest in industrial hemp; for example, food ingredients, topical products and hemp dyes are among the innovations that will be eligible for financial assistance.

Outline of the Terms of Reference for Investments in the Cannabis Industry


Medicinal cannabis:

  • Pharmaceutical grade products, ingredients for drugs, medical instruments;

Industrial hemp:

  • Unapproved medical products, oils, capsules, sprays, cosmetics;

The money required to finance these projects will be drawn from the equity already available to IQ and the MEI. Minister Fitzgibbon does not set a specific target for the amounts to be invested.

A delay assumed

He is not worried about Quebec falling behind other provinces in cannabis production. Currently, of the 258 growers, processors and sellers licensed by Health Canada across the country, fewer than 20 are based in Quebec.
