in the school example, they can lockdown one classroom temporarily. Begin contact tracing immediately. That's kind of a big deal as opposed to trying to do tracing days after the fact for an entire school. Their initial targets are entities that will have access to government relief/support funds. Then grow from there. Zero chance theres evacuation. Defeats the purpose. Won't be any kind of "fire alarm panic" situation
