Can someone clarify ?

I am not sure why and how it’s being done like that. Can someone help clarify...?

I saw SOW received a bunch of AGRA shares as per the agreement of the deal announced in June.

Shares are at 0,40....

Why only SOW received AGRA shares why not all individual investors ?
Why was the stock not halted? Why is it still being traded ???

I have never seen anything like that.
