But Qc is looking for new investors and there is the bond holders and the 93M US$ fine, at this time it's fair to assume that the new investors will be institutiuonals so a hudge dilution at best for the actual  retail investors.  If Quebec's special conditions investment of  80 M is now worth 13 M ( on paper ) what's to expect for retail holders even after a sucessfull restructuration ? Any thoughts !
