I suspect that is what the poster was referring to and in my view is quite likely.

The company probably wanted to see the price levels following formal approval and then will make a decision based on a more stable price that incorporates the full value of Pennsaid.

Many institutional buyers have company rules that preclude involvement in companies that trade below certain levels ie:2.00.

If the eventual stable price is 1.25 then a "one for two" consolidation would be likely.  This all goes by the board of course if Covidien makes a move toward outright purchase which I see as a real possibility as well.
