I agree with your belief of what IR should be, it just usually isn't. When I take a very large position, I will meet with someone near the top and that is my contact. I usually wouldn't have a very large position unless I had spoke with the right people and asked my questions. If you have the position you say you do, I would ask to speak to the right people. You will get your answers fast enough.
