reading tween the lines

reading tween the lines"With additional capital, deeper material remains economic and we are working with the State of Eritrea to assess reserve increase options. Overall, the Company is in a stronger position to fund Timok with cash flow from Bisha and cash of $171 million on the balance sheet.”

this looks to me like negotiation    with eritrea   ,  otherwise why say 'deeper material remains economic'  ?   plus they continue with exploration around bisha , copper issue is slowly getting sorted and cash cost will drop as volumes  increase

maybe not as bad as first look
