Just a possibility but if this pans out it could be bad news and would reflect on the share price.

 #2-  The Short positions is a reflection of the lack of interest of HIP at the moment, and possibly
more importtantly, the overall psychology of the market right now
  #3- what relation does "the HIP hires Whalen to the chair audit commitee"  and   "if this pans out"   have ??
