Not to hijack, but in addition to what you have said I've personally noticed these same behaviours and noticed them ironically enough soon after banks started showing interest in the sector. I'm almost certain it's that, however, if it is, this could mean a build-up for a huge spike. Put it another way; HIP becomes the most heavily shorted stock on the TSX within a couple days. Why else do this than to shake up the loose hands.
