Newstrike wants to merge before acquiring seller's licence?

Why are they looking to merge before getting licence to sell.Wouldn't
 it be better to wait, till after acquiring their sales licence?Seems it would benefit us more that way.

It comes down to what deal they made.  Yes it would benefit HIP if they had there license but once they merge it will definetly help Cannimed which we will be stock holders in so it also will benefit us.
